NCQA's HEDIS specifications recognize HPV testing for the Cervical Cancer Screening (CCS) measure whether the sample is self-collected at home or collected in a clinic. Beginning with Measurement Year 2026, self-collected vaginal samples are accepted for HPV testing in the measure. A completed at-home result counts.
The CCS measure has always had the same stubborn problem: the members who drag the rate down are the ones who never come in for a clinic-based screen. Roughly 25 million women in the United States are behind on or have never had cervical screening, and about 60 percent of cervical cancers occur in people who are unscreened or under-screened. You cannot close the gap with a method the hardest-to-reach members will not use. At-home self-collection meets them where they already are, which is why it moves a measure that outreach alone rarely does.
